Congratiulations and remarks
The FMJD is very pleased to announce that Mr. A. Fedoruk is the first World Champion End Game composition. He participated with outstanding end games and fully deserves the title. Formally there is still room for remarks, but given the fact that Mr. Céron received only a few comments after the publication of the preliminary result, it is extremely unlikely that the achievement of Mr. Fedoruk will not be confirmed.
He had to compete with a number of very experienced composers; a number of the top compositions of the three categories are among the best compositions ever produced.
In this respect the PWCE is a great success and these outstanding compositions are the by far most important result of this contest.
However, it was also the very first PWCE and that has proved to be difficult for the jury, the contact, the CPI and the FMJD. It was difficult for the participants as well, the RI /RIE have been misunderstood in a number of cases and about half of the participating end games were eliminated unanimously by the jury.
All the three jury members did their best from the start of the judgment process on, but later serious trouble about only a few end games escalated even to such an extent that an unacceptable situation resulted. The RI /RIE did not foresee a situation where some of the jury members do not have a normal cooperation with the contact of the PWCE, act as what is called in court not responsible for their action and do not follow the instructions of the FMJD that has the final responsibility for each official World Championship.
Normally the CPI should handle such differences of opinion, but the internal cooperation in the CPI was not good enough to reach common decisions.
This is why the Executive Board of the FMJD had to take the decisions required. An extensive discussion resulted in fundamental decisions regarding the CPI and such that the final result of the PWCE could be published finally.
Pieter Hildering and I are used to take decisions, but for me the combination of being a member of the Executive Board, CPI President and PWCE participant was not easy.
As CPI President I had to check if the RI /RIE and the FMJD policy as discussed before the PWCE and explained to the jury members were applied, independently of if somebody else composed the end game concerned or I. However, I tried not to influence the results more than a CPI President not participating would have done when asked for a decision.
Fortunately, the disputes concerning the elimination or not of a few end games did not have any influence on who would win the World title.
Anyway, when the jury members could not agree and the contact asked the opinion of the CPI, I did not give my opinion at once, but asked the opinion of Mr. Kaciuska and Mr. Matus first.
As said above the cooperation in the CPI was not as it should be, but nevertheless the general opinion at least for some of the end games was that they should be accepted. In particular for the best of these five end games, the situation was reached that two jury members and all three CPI members agreed that the end game should be accepted. I was set at ease to see that everybody agreed with accepting my end game, by the way it was not my best end game participating in that category.
Nevertheless Mr. P. Shkludov refused to cooperate and did not listen to the arguments of the other jury members and the CPI why the end game should be accepted.
Later he was given a last chance by Mr. Hildring, but Shkludov preferred to make insulting statements on Internet.
Also Mr. R. Mackevicius did not take the chance to give proper arguments based upon the RI /RIE and to apply normal scores for a few of the other cases, by the way all of no interest for the final result.
Finally the decision was taken to not only take the scores of Mr. G. de Bruijn, but also of the other jury members before they were fired. If they would be neglected it should have been in my personal advantage as participant, but I do not care less. It is far more important that the final result is as acceptable as possible for the participants.
We are very grateful for the efforts of Mr. G. de Bruijn and his independent judgement. We are also obliged to Mr. Céron, who kept on as contact though he found the lack of cooperation of Mr. Shkludov and Mr. Mackevicius very hard if not impossible to work with.
The FMJD also wants to thank the participants for their patience. We all learned a lot of this first PWCE.
